Creation of a multilingual website is no problem at all. A selector can be used that allows the visitor to choose his or her language. Like the flags on this site!
You can even create direct links for each page, menu item, etc. between the texts in the different languages. When the user changes the language, he or she can immediately read the same item in the chosen language. This has been implemented for the main menu pages of this site.
But it is also possible to create a limited set of pages in another language, containing only the essence of what you want to communicate. You will see that on this site, some of the pages from the submenu under "Background" are only available in Dutch.
The choice is yours!
